Stormont Vail Health Receives Approval from Emporia Planning Commission on Rezoning, Preliminary Plat for New Medical Clinic
On Tuesday, the Emporia-Lyon County Metropolitan Area Planning Commission approved two applications submitted by Stormont Vail Health in relation to the development of Stormont Vail’s new medical clinic in Emporia. The first was to rezone property purchased by Stormont Vail, located at 1700 Road G, from a Lyon County Parcel Type to a City of Emporia Parcel Type. The property was recently annexed into the Emporia city limits and needed to be rezoned to allow for development to proceed. Second, the commission approved a preliminary plat of the property.
The clinic, which has been identified under Stormont Vail’s Cotton O’Neil Clinic name the past 30 years in Emporia, is now moving to the Stormont Vail name.

Now that the rezoning and preliminary plat have been approved by the planning commission, the request for rezoning will be presented to the Emporia City Commission for final approval during their March meeting. Stormont Vail will present its final plat to the Emporia Planning Commission at its March meeting. Pending all required approvals, Stormont Vail will present a final plat to the city commission for approval in April.
After final plat approval, Stormont Vail can begin finalizing design and construction plans, and applying for the necessary building permits. Construction of the new clinic is projected to begin in Spring 2026.
As shared with the Emporia community previously, the new Stormont Vail Emporia Clinic will provide expanded access to convenient, high-quality outpatient primary and specialty care services. All Stormont Vail team members in Emporia will consolidate into the single facility to strengthen communication between primary care and subspecialty physicians and team. The Emporia Clinic will include the newest technology available, state-of-the-art virtual/telemedicine medicine equipment, upgraded consultation rooms, comfortable waiting areas, and an enhanced wayfinding experience so patients and families can easily get to their appointments.
